The Dr. Dynasaur Program population includes Vermonters who are under age 18 and ineligible for the (children's) Traditional Medicaid program with family incomes up to 300% of the federal poverty level (FPL).

There are premiums associated with the Dr. Dynasaur Program.

The Global Commitment enrollment categories pertinent to the Dr. Dynasaur Program are:
  • The State Children's Helath Insurance Program (SCHIP), and
  • Underinsured Children.
Both Dr. Dynasaur enrollment categories are described below.
  1. State Children's Health Insurance Program (SCHIP): This enrollment category includes Vermonters who are uninsured, up to age 18, up to 300% of the FPL, and eligible under the SCHIP eligibility rules in Title XXI of the Social Security Act.
  2. Underinsured Children: This enrollment category was designed as part of the original 1115 waiver to Title XIX of the Social Security Act to provide health care coverage for children who would otherwise be underinsured. This covers children up to age 18 and up to 300% FPL.
